Can I define the level of access using data sharing settings?

Certainly. You can define the level of access to each others data using Data Sharing Settings in Zoho Support. You can create sharing rules for all the modules apart from the organizations default share settings. 

You can provide the following types of access levels to users in Zoho Support modules, 
  • Private: Only record owner and his/her superior can view the record.
  • Public Read-only: Shared users can view the others' records. But cannot modify and delete the records.
  • Public: Read/Write/Delete: Shared users can view, modify and delete the records. 
Also create a sharing rule for all the modules to set access level to your users.   

To configure Data Sharing settings for your account Goto Setup > Admin Settings > Data Sharing Settings
