Can Portal users see requests submitted by others from their Organization?

Yes, you can provide permission for portal users to view the requests submitted from their organization. To enable permission, 

  1. Go to>Setup>Customer Portal>Access Settings
  2. In the "Access Permission for Organization Requests" section, check "Allow Contacts to View all Requests from their Organization"
  3. Your setting will be saved automatically
